Site Background
The Gold Coast Oil (GCO) site is a 2-acre facility that formerly operated as an oil and solvent reclamation facility and bulk storage area. The site property was owned by CSX Transportation (formerly Seaboard Coast Line), who leased the property to Gold Coast Oil in the early 1970s. Site operations occurred from the early 1970s until 1982, when the company lost its lease due to regulatory violations.
Poor operations management practices and improper disposal of wastes resulted in extensive contamination of surface and subsurface soils at the site. The underlying Biscayne aquifer, a sole source of drinking water for Dade County, was also contaminated in excess of Federal and State Drinking Water Standards.
The GCO site is located in a mixed commercial, industrial, and residential area in Miami, Florida. It is bordered on the north and west by railroad tracks, on the south by a group of small businesses and on the east by SW 71st Avenue.Threats and Contaminants
Surface soils were contaminated with volatile organic compounds (VOCs) and metals. Ground water was contaminated with VOCs.
Site Cleanup Plan
The Record of Decision (ROD) for the site was issued in 1987. Major cleanup elements for the site included:
- Excavation and off-site disposal of hardened waste sludges and the excavation, stabilization, and on-site disposal of surface soils contaminated with VOCs and metals.
- Implementation of a ground water recovery, treatment, and disposal system for the remediation of VOCs in ground water.
In March 1994, EPA issued an Explanation of Significant Differences for the site to document changing the cleanup level for tetrachloroethene in ground water to the State maximum contaminant level of 3 ug/L.
Cleanup Progress
All cleanup activities at the site have been undertaken and the site has been deleted from the NPL.
In June 1982, CSX evicted Gold Coast Oil from the property and agreed to voluntarily clean up the site. In March 1983, the Florida Department of Environmental Protection (FDEP) requested that EPA take the lead at the site.
Soil remediation began in March 1989, with the excavation and off-site disposal of 683 tons of contaminated soils and hardened waste sludge. An additional 200 cubic yards of contaminated soil was excavated for off-site disposal in March 1990. Cleanup of the soil was completed in 1990.
A comprehensive system of ground water monitoring, recovery, and disposal was implemented in July 1990. Contaminated ground water was recovered through a series of wells and treated onsite to remove VOCs. The treated ground water was returned to the aquifer through on-site injection wells, up-gradient of the treatment system. The ground water recovery and treatment system recovered and treated over 80 million gallons of water, reducing contaminants in the underlying water to within Federal and State drinking water standards.
Two Five-Year Reviews (FYRs) have been completed for the site, in 1995 and 2001. The 2001 FYR found that the remedy was protective of human health and the environment.
Enforcement Activities
A Consent Decree for the site was issued in 1988.
Community Involvement
EPA has conducted a range of community involvement activities at the Gold Coast site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities included public notices, interviews, and public meetings on cleanup status and activities.

Future Work
No future work is anticipated at the site. The site has been deleted from the NPL and the last FYR for the site was in 2001.
