Site Background

The Northwest 58th Street Landfill is a 660-acre site located in Hialeah, Florida. From 1952 to 1982, the site operated as a municipal landfill, accepting municipal and industrial wastes. It was estimated that 65% of the wastes originated from domestic and industrial sources and 35% of the waste included miscellaneous debris (liquid wastes, appliances, automobiles). The Landfill also received crushed rock and calcium carbonate sludge from the Miami Dade Water and Sewer Authority water treatment facilities. The site received approximately 60,000 tons of waste in 1952, increasing annually over 30 years of operation to over one million tons per year. After 1982, the landfill only received construction debris.

The Biscayne Aquifer is the only underground source of drinking water for the area and lies under a portion of the Landfill. Two other NPL sites - Miami Drum Services and the Varsol Spill site - are located nearby and also impacted the ground water in the area.

The site is bordered by industrial areas to the south and east. There is a rock pit operation to the north and undeveloped land and a Resource Recovery Plant to the west of the site.

Threats and Contaminants

Arsenic, chromium, zinc, benzene, chlorobenzene, 1,1,2,2-tetrachloroethane, trichloroethene, and vinyl chloride were detected in the ground water at the site.

Site Cleanup Plan

The Record of Decision (ROD) for the site was finalized in 1987. Major cleanup elements for the site included:

Cleanup Progress

Cleanup activities for the site were undertaken in three stages:

  1. The process of providing municipal water started in July and was completed in December of 1988.
  2. The process of constructing a leachate collector and interceptor trench started in November 1988 and was completed in March 1989.
  3. The process of closing the landfill began in March 1991 and was completed in January 1995. Landfill closure was slowed down by damage from Hurricane Andrew in 1992.

After all cleanup goals at the site were met, the site was deleted from the NPL in October 1996.

Three Five-Year Reviews (FYRs) of the remedy have been conducted - 1994, 2000, and 2005. In each review, the remedy was determined to be protective.

Site cleanup activities were led primarily by potentially responsible parties with oversight by EPA and the State of Florida.

Enforcement Activities

The State of Florida and Dade County entered into a Consent Order which required the County to discontinue accepting waste at the Landfill by August 1, 1981.

Community Involvement

EPA has conducted a range of community involvement activities at the Northwest 58th Street Landfill site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on site status updates.
