Site Background
The Tri-City Oil Conservationist Corporation property is located in Hillsborough County, Florida. Occupying about 0.25 acres, the site housed a heating oil business from 1960 to 1975. From 1978 to 1983, the facility operated as a waste oil storage and distribution center. Three above ground storage tanks and one known underground storage tank were on site. In 1982, 3,000 gallons of oil were spilled at the site. When the owner failed to clean up the site at the request of the Florida Department of Environmental Regulation, EPA removed the bulk of the oil and later removed contaminated soil. Tri-City was dissolved involuntarily in 1983, and the owners are in bankruptcy.
An estimated 35 people are served by nine private wells and live within one block of the site. The site is about 3,000 feet from the Hillsborough River and within three miles of the public well field serving 16,000 residents.
Threats and Contaminants
Elevated levels of lead were found in initial sampling of the ground water, but none were found in later samples. Soil excavated from the area was heavily contaminated with volatile organic compounds and heavy metals from former site activities.
Site Cleanup Plan
The Record of Decision for the site was completed in 1997 and recommended no further action was necessary at the site because removal cleanup activities had removed contaminated materials to below existing standards and below analytical detection limits.
Cleanup Progress
Under removal action authority, EPA cleaned up the 3,000-gallon oil spill in 1984 and in 1985 excavated 850 cubic yards of contaminated soil and sludges, which were disposed of off site. Two above ground storage tanks were removed from the site. One tank contained organic sludges which were disposed of with the contaminated soil. A 16,000-gallon underground storage tank was also excavated. The excavated areas were brought back to their original grade using clean fill, and EPA planted grass to prevent erosion.
Tests of soil, ground water, and sediment in 1986 showed that the source of contamination had been removed and confirmed that drinking water standards are being met. After detailed site analyses, EPA determined that because of the success of the initial actions undertaken in 1984, no further actions were required at the site. The removal of contaminated soil and sludge restored the site to the environmental standards established by the State and EPA.
Enforcement Activities
In February 1984, EPA issued an Administrative Order on Consent to the responsible parties to address contamination at the site.
Community Involvement
EPA conducted a range of community involvement activities at the Tri-City Oil site to solicit community input and to ensure that the public remained informed about site activities throughout the site cleanup process.
