Site Background
The Wingate Road Municipal Incinerator Dump covers 61 acres in Fort Lauderdale. Areas surrounding the site to the north, east, and south are in residential use. The site is bordered to the west by a regional transportation corridor, commercial businesses, and vacant lots.
The site includes incinerators, offices, and a 40-acre disposal area, all owned and operated by the City of Fort Lauderdale. The incinerator and disposal areas were used from 1955 to 1978. Residential wastes, commercial wastes, and incinerator residue were disposed of at the site. At its peak, the facility received 480 tons of waste a day and operated seven days a week. Cooling water was pumped into the incinerators from on-site wells and then was discharged into an unlined lagoon in the southeastern corner of the facility. Ash residues mixed with sludge material from the lagoon were spread onto the ground in the disposal area.
Threats and Contaminants
The soil and subsurface soil are contaminated with lead, arsenic, benzo(a)pyrene, beryllium, and dioxin; sediments are contaminated with dioxin, toxaphene, antimony, arsenic, and cadmium; ground water is contaminated with bis(2-ethylhexl)phthalate, benzene, and heavy metals.
Direct contact with or accidental ingestion of the contaminated media from the area of the hazardous substances pose a potential health threat. Elevated pesticide concentrations also were reported in sediments from Rock Pit Lake, adjacent to the site.
Site Cleanup Plan
EPA issued a Record of Decision (ROD), describing the cleanup approach for the site, in 1996. Major components of the cleanup approach included:
- Excavation of soil and sediment with placement on the landfill.
- Construction of a landfill cap.
- Monitoring of ground water, surface water, and fish tissue.
In October 1997, a Review of the ROD was completed by an independent review team at the request of citizens who live near the site. In November 1997, EPA issued an Explanation of Significant Differences to incorporate recommendations from the Review. Two recommendations required documentation as being significantly different from the remedy selected in the ROD and included: restricting the capping material to a synthetic membrane and requesting that approximately 150 cubic yards of dioxin contaminated ash in the old incinerator building be shipped off site. The remaining ten recommendations dictated how EPA approached the design and cleanup of the site and required that EPA coordinate with other government agencies to assure that the concerns of the community were addressed.
Cleanup Progress
The site’s cleanup approach, which included soil and sediment excavation and replacement and landfill capping, has been completed.
Operation and maintenance activities at the site are ongoing.
The first Five-Year Review (FYR) for the site, issued in 2005, determined that the cleanup approach is functioning as designed.
Site cleanup activities are being led primarily by the potentially responsible parties (PRPs) with oversight by EPA.
Enforcement Activities
The City of Fort Lauderdale and the Port Everglades Authority conducted the Remedial Investigation ad Feasibility Study pursuant to an Administrative Order on Consent issued in 1991.
In May 1998, a Consent Decree was signed by EPA and the PRPs for implementation of the remedy.
Community Involvement
EPA has conducted a range of community involvement activities at the Wingate Road Municipal Incinerator Dump site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included fact sheets (see below), public notices and information meetings on cleanup progress and activities.

Future Work
Site ground water, sediment, surface water, and fish in neighboring Rock Pit Lake are regularly monitored.
The next FYR is due in 2010.
