Site Background
The 5-acre Woodbury Chemical site is located in Princeton, Dade County, Florida. Woodbury Chemical Company began formulating, distributing, and selling pesticides and fertilizers at the site in 1975. Following a toxaphene spill at the site in January 1979, the Dade County Department of Environmental Resources Management found excessive levels of nitrates in drinking water wells located both on and off site.
Threats and Contaminants
The Woodbury Chemical site rests on the Biscayne Aquifer, the sole source aquifer for Dade County. Many residences and businesses in the immediate vicinity of the site obtain their water from private wells. Surface soils in the northern and western portions of the site and subsurface soils localized in the southwestern corner contain high levels of pesticides, including chlordane, dichlorodiphenyltrichloroethane (DDT), dieldrin, and toxaphene.
Off-site ground water to the south and east contains the pesticides aldrin, chlordane, DDT, dieldrin, and heptachlor epoxide, and the metals arsenic and chromium are present in low levels. The widespread presence of nitrates in the ground water was linked to the heavy use of fertilizers in the area surrounding the site. The presence of arsenic along the railroad tracks indicated the source was the arsenic-based herbicides that were historically sprayed by the railroad.
Site Cleanup Plan
The Record of Decision (ROD) for the site was issued in 1992. Based on the results of the remedial investigation and site risk assessment, EPA determined that no further action is needed to address soil contamination at the site. The removal of toxaphene-contaminated soil, which was completed at the site in January 1990, sufficiently reduced the risk from exposure to site-related contaminants in the soil to within EPA’s protective range.
Additionally, the remedial investigation and site risk assessment results indicated that no action is necessary for the ground water at the Woodbury Chemical site. However, because the future potential risk from exposure to ground water at the site is close to the level at which EPA may consider taking action, the ground water at and around the site will be monitored quarterly for one year to confirm that the samples with elevated contaminant levels collected during the remedial investigation are not indicative of a release.
Cleanup Progress
In January 1990, the Woodbury Chemical Company removed the toxaphene-contaminated soil in the area of the 1979 spill.
Ground water at and around the site was monitored quarterly through 1993. The ground water monitoring demonstrated that the site posed no significant risk to public health and the environment.
The site was deleted from the National Priorities List on November 27, 1995.

EPA has conducted a range of community involvement activities at the Woodbury Chemical Company site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on cleanup activities and updates..
