Site Background:
The site is located at 3300 Sylvester road, approximately one mile east of the city limit of Albany, Dougherty County, Georgia. The facility was initially constructed in 1967 and was used for manufacturing pneumatic tires until 1986, when the company ceased operations . In preparation for cessation of operations in 1986, Firestone performed an initial easement activities in 1995. Based on the results of these initial assessment activities, Firestone conducted several voluntary interim remedial activities, including the installation and operation of an interim groundwater collection and treatment system.

A June, 1988, site inspection identified that groundwater in a portion of the facility (the courtyard area) was contaminated with volatile organic compounds (1,1-Dichloroethane, Benzene, and 1,1,1-Trichloroethane). Based on that inspection the site was proposed by EPA for the CERCLA National Priorities List (NPL) in June of 1988, and was included on the NPL in October 1989. Firestone entered into an Administrative Order by Consent (AOC) with EPA in 1990 to conduct an Remedial Investigation /Feasibility Study (RI/FS). After reviewing the results of the RI/FS, EPA issued a Record of Decision for the site on June 24, 1993.

Cleanup Progress: Construction Completed
The Remedial Design and Remedial Action activities were conducted under a Consent Decree. The remediation includes both soil and groundwater. Soil remediation of approximately 25 cubic yards polychlorinated biphenyl-contaminated (PCBs) material began on October 18, 1994 and was completed on November 15, 1994. The soil was excavated and placed directly into lined roll-off boxes that were covered with waterproof tarps and transported to an off-site permitted landfill.

The groundwater remediation included the demolition and removal of unneeded portions of the interim groundwater collection system and the inspection/modification of the remaining portions of the system. The modified groundwater extraction system has been installed and is currently operating. The final inspection has been approved and the Preliminary Closeout report was issued by EPA in September 1998. The groundwater extraction system is expected to achieve cleanup levels within 30 years. A five-year review was conducted in May of 2000. According to the five-year review report, the remedy stipulated in the Record of Decision remains protective and should be continued

The Second Five Year Review was conducted in 2005. The review continues to find the remedy selected in the ROD, protective of human health and the environment. The next Five Year Review is scheduled for 2010.
