Site Background:
The Powersville Landfill Superfund Site, Powersville, Peach County, Georgia originated as a borrow area which provided sand and fill material to the County from the early 1940's to 1969. In 1969, Peach County began operating the site as a sanitary landfill receiving municipal and industrial wastes. At the request of the Georgia Department of Natural Resources Environmental Protection Division (EPD), Peach County stopped accepting all wastes in 1979. In May 1983, EPD sampled area wells for contamination and found trace amounts of pesticides detected in a local water well. At the request of EPD, further investigations were initiated by EPA in October, 1983. The site was placed on the National Priority List in September 1984.

Analytical results from remedial investigation sampling indicated a presence of benzene hexachloride, vinyl chloride, lead and chromium in the groundwater. Concentrations of benzene hexachloride, dieldrin, chlordane and toxaphene were detected in the soil samples taken at the site. Based on the remedial investigation results, EPA's Record of Decision was signed on September 30, 1987, and the remedy included the following: surface cover systems for the hazardous waste and municipal landfill areas; installation of a minimum of eight additional groundwater monitoring wells; provision of an alternative water supply for selected residents near the site; imposition of on-site and off-site deed restrictions to prohibit specific actions; and, development and implementation of an operation and maintenance plan for the remedy, once constructed.

Cleanup Progress: Construction Completed
In September, 1988, EPA entered into a Consent Decree with Peach County and Canadyne-Georgia Corporation (CGC) to implement the remedy. CGC agreed to conduct the necessary design studies, develop design specifications and drawings, construct the selected remedy, and develop the operation and maintenance plan. Peach County agreed to implement the operation and maintenance plan over the 30-year period following completion of construction.

The remedial objective for the site was to eliminate potential health hazards due to the impact of gamma-benzene hexachloride, vinyl chloride, 1,2-dichloroethane, lead, chromium, and toxaphene in the landfill. The remedial action was formally initiated in January, 1991, and was conducted in two events: Remedial Event #1 addressed the landfill and the monitoring wells; and Remedial Event #2 the water line, deed restrictions, and operation and maintenance plan development and implementation. EPA issued the final construction report in September 1993, documenting that the remedy was constructed in accordance with remedial design plans and specifications. Five Year Reviews of the remedy have been conducted at the Site in 1998 and 2006.  Groundwater monitoring has been discontinued and the site will be deleted from the NPL in 2008.
