Site Background
The General Tire & Rubber Company Site (Mayfield Landfill) is a 58-acre landfill located east of State Highway 45, approximately two miles north of Mayfield, in Graves County, Kentucky. The landfill is situated adjacent to the General Tire manufacturing plant, between the Paducah/Louisville Railroad and Mayfield Creek. Mayfield creek is located approximately 150 yards from the eastern edge of the landfill.
The General Tire plant started operation in the early 1960s and currently continues to operate. Throughout its operational history, the plant manufactured automobile, truck, and tractor tires. In 1970, the General Tire plant received approval from the Commonwealth of Kentucky (the State) for construction and operation of a landfill at the Mayfield site. Between 1970 and 1979, an estimated 152 tons of hazardous wastes were disposed in trenches on the site.
In 1981, General Tire began a ground water monitoring program in compliance with a State request. Disposal of non-hazardous waste continued until late 1984, under a permit issued by the State. In 1985, the State approved a closure plan for the landfill. The plan consisted of covering the trenches with two feet of clean soil, and monitoring the groundwater for a two-year period after construction of the cover was properly completed. The landfill was covered and seeded in the fall of 1985.
Threats and Contaminants
After careful evaluation of all the exposure routes, estimated cancer-causing and other health risks, and ecological impacts, EPA concluded that the landfill does not pose an unacceptable risk to the environment or to human health and welfare.
Site Cleanup Plan
A Record of Decision (ROD), describing the cleanup approach for the site, was issued in 1993 referred to as a “no-further-action remedy” based on the data collected from the in-depth site investigation and estimated health risks. In the ROD, EPA further explained that the six ground water extraction wells that provide the adjacent General Tire Plant with non-contact cooling water provide a significant level of protection to human health and the environment by preventing migration of any contaminants that may been released into the ground water.
Cleanup Progress
The landfill was covered and seeded in the fall of 1985.
EPA deferred this site to the State for continued monitoring of the site and future evaluation of the ground water upon shut down of the General Tire plant wells.
The site was removed from the NPL on October 27, 2000.
The site continues to be monitored by the State.
Enforcement Activities
In 1989, the potentially responsible party, General Tire, and EPA entered into an Administrative Order by Consent for performance of the Remedial Investigation/Feasibility Study.
Community Involvement
EPA has conducted a range of community involvement activities at the General Tire and Rubber site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices and information meetings on cleanup progress and activities.
Future Work
The site continues to be monitored by the State.
