Site Background
The Flowood Superfund site is located in Rankin County, Mississippi. The site encompasses approximately 225 acres and consists mostly of wetlands and lowlands in the alluvial plain of the Pearl River. Two manufacturing facilities have operated at the site since the 1940s. The Continental Forest Company owned the northern portion of the site from 1956 to 1983 when the facility was purchased by the present owner, the Stone Container Corporation. It has been continuously operated as a corrugated box facility. The facility on the southern portion of the site is currently owned by the Rival Manufacturing Company. Since the mid-1970s the facility has been used for the manufacture of stoneware cooking pots. The past owner of this portion of the site was The Marmon Group.
The nearest single residence to the site is located more than a half mile south of the site, and the closest group of residences is on the opposite side of Highway 468, almost a mile south of the site. The site is surrounded on its northern and eastern boundaries by various industrial and commercial uses, while forested areas are located to the West. Cattle grazing areas and automobile scrap yards are also located within one mile of the southern site boundary.
The site was discovered by the Mississippi Department of Environmental Quality (MDEQ) during a routine industrial water inspection in 1982. In 1983 the State reported the site to EPA. EPA investigated the site and discovered five areas around the site containing elevated levels of lead contamination. These areas included the slough/canal area, the small drainage ditch, the wash area, the drainage ditch/Lake Marie area, and the cow pasture pond area. The site was placed on the National Priorities List (NPL) in 1983.
Threats and Contaminants
Lead, in soil and sediments, has been identified as the only chemical of concern for the site.
Initial threats included possible ingestion of contaminated soil, fish, and ground water and the ingestion of contaminated surface waters by cattle.Site Cleanup Plan
A Record of Decision, describing the selected cleanup approach for the site, was issued in 1988 and later amended in 1991 and 1993. The amended cleanup approach for the site included the following components:
- Excavation of lead-contaminated soils and sediments that exceed the target cleanup level from identified areas of the site, except for contaminated soils located beneath concrete building slabs.
- Treatment of the excavated material through solidification/stabilization.
- Placement of the treated material in the Material Placement Area, an on-site 2.2 acre landfill cell.
- Covering, regrading, and reseeding excavated areas of the site.
- Four quarters of ground water monitoring after completion the cleanup actions.
Cleanup Progress
Cleanup actions were completed in 1994.
The site was deleted from the NPL in 1996.
The first Five-Year Review (FYR) was completed in March 1998. The FYR found the cleanup approach to be protective of human health and the environment. The 2005 FYR similarly found the remedy to be protective and that institutional controls are in place.
Site cleanup activities are being led primarily by potentially responsible parties (PRPs) with oversight by EPA.
Enforcement Activities
The Marmon Group entered into a Consent Agreement with EPA in 1986 to perform the Remedial Investigation / Feasibility Study.
A Consent Decree was filed in 1990 under which PRPs agreed to perform remedial action activities at the site.Community Involvement
EPA has conducted a range of community involvement activities at the Flowood site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices and information meetings on cleanup progress and activities.
Future Work
Continued operation and maintenance activities are required to ensure the continued effectiveness of the selected cleanup approach. Activities include:
- Periodic maintenance of the grass cover on the Material Placement Area
- Periodic repair of any areas on the Material Placement Area where the clay/soil cover is exposed.
- Periodic monitoring to insure that the deed restrictions are being observed.
The next FYR will be conducted during 2010.
