Site Background:
The Bypass 601 Site is defined as an area located on the western edge of Concord, North Carolina, in which groundwater is contaminated by multiple sources. Previous investigations have indicated that the Martin Scrap Recycling Facility (MSR), a 13-acre parcel that was operated from 1966 to 1986 as a battery salvage and recycling facility, is one of the major sources of contamination. Ten other source areas of contamination related to battery disposal have also been identified in the area, five of which are located on residential properties. From 1981 through 1986, the MSR facility was inspected, cited and fined for various violations under the Occupational Safety and Health Administration (OSHA), and the Resource Conservation and Recovery Act (RCRA) by the North Carolina Department of Environmental Management (DEM) and the North Carolina Division of Health Services. Groundwater in the area is contaminated with metals, most notably lead, and volatile organic compounds.

Cleanup Progress: Construction Completed
In 1992, a removal was conducted on four of the source areas that presented an immediate risk to human health. The Record of Decision was signed in April 1993. A Consent Decree was entered in 1995 with numerous generators to conduct the remedial action. A second removal was conducted by the PRPs in 1996. A ROD amendment was signed in April 1997. The Remedial Design was completed in September 1997. The remedial action, landfill cap, was constructed from March 1998 through January 1999. Currently, operation and maintenance on the cap is ongoing along with groundwater monitoring.  A 5-yr review was completed in June 2007 and determined the remedy was still protective.  Institutional controls are in place on three of the four affected land parcels.  Efforts are underway to obtain land use restrictions on the fourth land parcel.
