Site Background:
The JFD Electronics/Channel Master Site is a 13- acre property used from 1961 to 1984 for manufacturing antennas, amplifiers and boosters. It is currently used as a distribution center. From 1987 to 1992, the North Carolina Department of Environment, Health, and Natural Resources (NCDENR) and EPA-Region IV conducted investigations at the Site, and confirmed the presence of soil and sludge contaminated with metals and cyanide, as well as groundwater contaminated with volatile organic compounds (VOCs) and cyanide.

Channel Master initiated private cleanup activities at the Site in June 1987 under the supervision of the State. The Record of Decision (ROD) for the Site was signed in September 1992. The potentially responsible parties (PRPs) agreed to cleanup the Site under a Consent Decree signed in August 1993. The ROD has been modified several times through a ROD Amendment (soil: May 1999) and two Explanation of Significant Differences (ESD) (groundwater: January 1996, soil: July 2000). The standing remedy calls for a groundwater pump-and-treat system to address VOCs and cyanide in the groundwater and for the excavation and off-site transportation, treatment and disposal of metals- and cyanide-contaminated sludge and soil.

Cleanup Progress: Actual Cleanup Underway
July 1998, with the discharge going to an unnamed surface water tributary adjacent to the Site. Cyanide concentrations in slight exceedance of surface water discharge criteria required that the system be modified in March 2000 with the discharge being changed to a tie-in to the sanitary sewer system which flows to the City of Oxford wastewater treatment system. The pump-and-treat system was restarted in April 2000. It currently operates at the average rate of 22,000 gallons of water treated and discharged per day. The effluent is sampled and analyzed quarterly. All concentrations in the effluent have been within the acceptable range for discharge to the City of Oxford. Groundwater monitoring wells related to the Site are currently sampled and analyzed quarterly.

Soil and Sludge: The metals- and cyanide-contaminated soil and sludge was excavated and transported off-site for treatment and disposal during the summer of 2000. The excavated areas were filled with clean soil, compacted, sloped for proper drainage and grass was planted. The Site achieved the Construction Completion status in September 2000.  The first Five Year Review was completed in September 2005. Additional data was collected in February 2007, to evaluate the vapor intrusion pathway. This document is under review and should be approved by fall 2009.
