Site Background
The 1.5-acre North Carolina State University site is located to the north of Carter-Finley Stadium on the University campus in Raleigh, Wake County, North Carolina. The site was formerly used as a waste disposal area by the North Carolina State University science laboratories and agricultural research facilities. From 1969 to 1980, the University disposed of solvents, pesticides, heavy metals, acids, and some low-level radioactive laboratory wastes at the site. The wastes were placed in containers that were buried in 10-foot trenches.
The site is completely fenced and is located approximately 100 feet from any public access point. The closest residence is approximately 2,000 feet from the site. Approximately 150,000 people live within 4.5 miles of the site. Most of these residents use city-supplied water, which is not contaminated. There are a few residents who use ground water from private wells, however the remedial investigation/feasibility study that was completed in September of 1996 revealed that there were no private drinking water wells affected by the contaminated ground water plume.
Threats and Contaminants
Soils and ground water at the site have been contaminated with inorganics, organics, heavy metals, polycyclic aromatic hydrocarbons, polychlorinated biphenyls (PCBs), pesticides, volatile organic compounds (VOCs), and radioactive wastes.
Site Cleanup Plan
The Record of Decision (ROD) for the site was issued in 1996. Major cleanup elements for the site included:
- In-situ mixing and encapsulation of contaminated soils. The treatment may include, but is not limited to, liquid vapor separation, prefiltration for dust and particulate removal, followed by parallel activated carbon filter banks.
- Extraction of ground water contaminated above remediation goals specified in the ROD.
- On-site treatment of extracted ground water with air stripping and carbon adsorption.
- Discharge of treated ground water to surface water or a local publicly owned treatment works.
Cleanup Progress
Remediation of the soils was completed in October 1999, and construction of the ground water remedy was completed in September 2006. Ground water treatment is ongoing, and the treated ground water is being sampled on a monthly basis, assuring it’s compliance with the discharge limits set by the National Pollutant Discharge Elimination System permit.
Enforcement Activities
The University signed a Consent Decree with EPA in 1998 to implement the cleanup. Remedial design and field tests proceeded concurrently with consent decree negotiations.
Community Involvement
EPA has conducted a range of community involvement activities at the North Carolina State University site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on cleanup activities and updates.
Future Work
This site is subject to Five-Year Reviews (FYRs). The third FYR for the site is expected to be completed in September 2013.
