Site Background
The Independent Nail site, located in the town of Beaufort, Beaufort County, South Carolina, operated as a screw and fastener manufacturing facility for the Blake and Johnson Company from 1969 to 1980. The plant operated a 1-acre waste lagoon on site for the disposal of wastewater containing cyanide, chromium and other waste generated during the manufacturing process. It is estimated that the company discharged approximately 33,000 gallons of plating wastewater per day into this lagoon. The Independent Nail Company purchased the site in 1980 and currently operates a paneling nail coating process at the site.
Threats and Contaminants
Improper disposal of wastes from former site operations resulted in the contamination of soil and ground water with various metals. The primary contaminants of concern at the site were cadmium, chromium, cyanide, nickel, and zinc.
Site Cleanup Plan
The cleanup plan for the Independent Nail site covered two operable units (OUs): OU-1 (source control) and OU-2 (ground water).
The Record of Decision (ROD) for OU-1 was issued in 1987. Major components of the cleanup plan included:- Excavation and treatment of contaminated soil and sediments with solidification and stabilization.
- Backfilling of treated material in the excavated lagoon on site.
- Placement of a 6-inch top soil cover over the area backfilled area and seeding to provide a vegetative cover.
- Soil sampling during excavation to determine the limits of the affected area.
The ROD for OU-2 was issued in 1988. Based on the results of available studies, EPA concluded that contaminant levels in the ground water presented no imminent or substantial threat to human health or the environment; therefore, no ground water treatment was necessary.
Cleanup Progress
The remedy selected in the OU-1 ROD was conducted in April and May of 1988. Approximately 5,500 cubic yards of contaminated soil was excavated, solidified, and returned to the lagoon area. A Five-Year Review of the site in September 1993 concluded that the remedial actions were effective in stabilizing the contaminant source at the site.
Site cleanup activities were led primarily by EPA.
The Independent Nail site was deleted from the National Priorities List on April 3, 1995.
Enforcement Activities
Community Involvement
EPA has conducted a range of community involvement activities at the Independent Nail Company site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and fact sheets on cleanup activities and updates.
Future Work
No Five-Year Reviews are required for the site.
