Site Background
The Lexington County Landfill site is located in Lexington County, South Carolina and consists of five properties covering approximately 160 acres. The site includes the 321 Landfill (a former municipal landfill) and two uncontrolled dumps (the Old Cayce Dump and the Bray Park Dump). A golf driving range is currently operated on the cap in the northwest portion of the site. Lexington County utilizes the southeast portion of the site as a recreation facility. The site and surrounding properties are zoned for commercial and residential use. It is anticipated that these zoning conditions will remain the same into the foreseeable future.
Between 1972 and 1988, the 321 Landfill was operated by Lexington County as a Sanitary landfill. The 321 Landfill closure took place in 1990 with the placement of a clay cap. The Bray Park Dump was used by both the cities of Cayce and West Columbia from the mid1960's to about 1970 for waste disposal purposes, and later covered with several feet of soil. The Old Cayce Dump was used for solid waste disposal in the 1960's. Waste disposal records for the Old Cayce Dump and Bray Park Dump are not available, however, waste disposal records for the 321 Landfill are available.
Although the majority of the material placed in the 321 Landfill consisted of sanitary domestic waste, records indicate that certain types of industrial wastes, including chemical solvents (benzene and toluene), petroleum products (waste oils), and industrial metallic wastes (mercury switches), were also disposed in the facility.
Threats and Contaminants
Site investigations revealed that site ground water was contaminated with benzene, bis(2-ethylhexyl)phthalate, bromodichloromethane, 1,4-dichlorobenzene,1,1-dichloroethene, 1,2-dichloroethane, methylene chloride, tetrachloroethane, trichloroethane, and vinyl chloride.
Site Cleanup Plan
The Record of Decision (ROD) for the site was issued in 1994. Major cleanup elements for the site included:
- Consolidation and capping of the waste areas, including deed restrictions for protection of the cap and the use of ground water beneath the site for drinking purposes;
- Methane gas collection and venting.
- Extraction of contaminated ground water/leachate and discharge to a local water treatment plant.
- Additional sampling of surface water and sediment to fully delineate the extent of contamination and potential threat to aquatic and terrestrial life.
- Monitoring of ground water, surface water, sediment, and landfill gas.
A ROD Amendment was issued on February 8, 1999, to change the remedy for the Old Cayce Dump from excavation/consolidation to in-place containment.
Cleanup Progress
Site cleanup was initially divided into two components - addressing the cap and drainage conveyances and the ground water recovery and treatment system.
Cleanup activities for the cap and ground water treatment system began in October 1996 and were
completed in October 1999.
The ground water collection and treatment system was initiated in June 1999 and is predicted to operate for 15 years, treating an estimated 400 million gallons which will be used for local land irrigation purposes.
Operations of the Methane Recovery System were initiated in October 2001.
The Preliminary Close Out Report for the site was signed on September 19, 2001.
Two Five-Year Reviews (FYRs) have been developed for the site - 2002 and 2007. The second FYR determined the remedial action is properly functioning as designed, except for the need to institute institutional controls.
Enforcement Activities
In 1995, EPA issued a Unilateral Administrative Order to Lexington County to conduct the design and construction of the remedy for the site.
Community Involvement
EPA has conducted a range of community involvement activities at the Lexington County Landfill site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process. Outreach activities have included public notices, interviews, and public meetings on cleanup activities and updates.
Future Work
Site ground water treatment and monitoring activities will continue.
The next FYR for the site is scheduled for 2012.
