Site Background:
The Lexington County Landfill site located in Lexington County, South Carolina consists of five properties covering approximately 160 acres and includes the 321 Landfill (a former municipal landfill) in addition to two uncontrolled dumps (the Old Cayce Dump and the Bray Park Dump). In 1992 EPA entered into an Administrative Order by Consent with Lexington County to investigate this site. The investigation performed in support of this order revealed that site groundwater was contaminated with benzene, bis(2-ethylhexyl)phthalate, bromodichloromethane, 1,4-dichlorobenzene,1,1-dichloroethene, 1,2-dichloroethane, methylene chloride, tetrachloroethane, trichloroethane, and vinyl chloride. A subsurface methane gas plume, in addition to streams and springs on the property contaminated with benzene and chlorobenzene, were also discovered during this investigation.

Cleanup Progress: Actual Construction Underway
A final cleanup decision for the site was reached in September 1994. On June 13, 1995, EPA issued a Unilateral Administrative Order to Lexington County to conduct the design and construction of the remedy. The remedy for this site consists of consolidation and capping of the existing waste piles with a permanent clay/soil cap, the collection and controlled venting of methane gas, and installation of a groundwater capture and treatment system. Construction activities began on September 1996 and were completed in September 2001. The groundwater collection and treatment system is predicted to operate for the next 15 years treating an estimated 400 million gallons which will be used for local land irrigation purposes. In September 2002, the first Five-Year Review was conducted of the remedial actions at the Site. The purpose of Five-Year Reviews is to determine whether remedial actions at the Site remain protective of human health and the environment. The first Five-Year Review found that the remedial actions taken continue to be protective of human health and the environment. Monthly groundwater and landfill gas data is collected and reported to the EPA on a quarterly basis. The most recent quarterly reports received in 2007 indicated the remedial action is still operating in accordance with the ROD. The second Five-Year Review was completed in September 2007. The second Five-Year determined the remedial action is properly functioning as designed, except for the need to institute institutional controls. In addition, given the adequate performance of the Landfill Gas Extraction System and the Groundwater Recovery System, remedy optimization is not required at this time. However, to achieve greater performance, remedy optimization options will be evaluated.  In the interim, treatment and monitoring activities will continue.  As of December 2008, the monitoring results indicate the remedy continues to be protective of human health and the environment.
