Site Background:
The Rochester Property site, located in Greenville County, South Carolina, is a 4.5 acre site which was used for disposal of waste thought to include wood glue, powder material, guar gums, and adhesives in late 1971 to early 1972. The South Carolina Department of Health and Environmental Control collected soil, groundwater, and surface water samples in 1984. Samples showed organic compounds such as trichloroethene in the various media, and the waste samples also had flash points as low as 90 degrees Fahrenheit. A removal was conducted in 1990 by the potentially responsible party (PRP) under an Administrative Order on Consent with EPA. The contaminants of concern determined in the Record of Decision (signed in August 1993) were for groundwater only and consisted of trichloroethene, bis(2-ethylhexyl)phthalate, and manganese. Nearby residents utilize private wells for potable water.
Remedy:
During a 1990 removal action, approximately 1500 cubic yards of contaminated soil and about eight drums were excavated and disposed at a hazardous waste landfill. No further remedial action for soils was necessary. In May, 1994, EPA issued a Unilateral Administrative Order to the PRP to conduct the remedial design and remedial action (RD/RA) for the contaminated groundwater. The selected remedy, which consisted of two air-sparging trenches that remove contaminants from groundwater passing through the trenches, was completed in February 1995. The system operated until July 1999. At that point, all the previously contaminated wells no longer showed any organic contamination. However, one previously uncontaminated down-gradient monitoring well began to show contamination. Additional monitoring points were installed and it was determined that there was some groundwater contamination down-gradient of both air sparging trenches. The Five-Year Review of the site remedial action, conducted in 2000, recommended the installation of new wells to treat this new area of contamination. The existing trenches were not adequate for this area. Ozone sparging re-circulation wells were installed in 2002. By May 2005, remedial goals had been achieved for all volatile organic contaminants. The remedial goal for manganese (Mn) had not been achieved.
The Second Five-Year Review (FYR) of the site was completed in early 2005. The major finding of the FYR was the determination of new risk assessment information for Mn, which has a lower toxicity than previously calculated at the time the ROD was issued. In January 2006, EPA issued an Explanation of Significant Differences (ESD) which removed Mn from the remedial goal constituents. The final confirmation sampling event was conducted in November 2006. All wells and performance monitoring points were sampled and found to be below the remedial goals for the site.
Site Deletion:
The Rochester Property site was deleted from the NPL on October 9, 2007. Because the cleanup was completed to levels which were sufficient for unrestricted use and unrestricted exposure, no further Five Year Reviews will be conducted.
