Public Notices for Special Appropriations Projects

The National Environmental Policy Act (NEPA) applies to the Special Appropriations Projects (SPAPs). NEPA requires that EPA assess all major actions, such as construction, by considering all of the environmental effects of the proposed action and its alternatives and make the information available for public understanding and evaluation.
Some types or categories of projects are so minor in scope that they may be determined by EPA not to need a full environmental review. Such projects are called "Categorical Exclusions". Notices of Categorical Exclusions are posted below.
All other projects must undergo an environmental review. If EPA finds that the project will result in no significant effect, then EPA documents the findings with the preparation of an Environmental Assessment (EA) and issues a Finding of No Significant Impact (FONSI). FONSIs and their accompanying EAs are posted below. EPA will consider all comments received within 30 days of the date of the FONSI before moving forward with the project. If significant adverse comments are presented, EPA may determine that an Environmental Impact Statement is required.
