Background
The Powell Road Landfill is located on the south side of Powell Road in rural Dayton. It started as gravel pit and was converted into a landfill in 1959. It is bordered to the north (about 200 feet) by homes, to the east by a stream, to the west by wooded areas, and to the south by wooded areas and the Great Miami River. A residential area known as Eldorado Plat is immediately south of the Great Miami River and south of the landfill.
Powell Road Landfill operated until 1984 under various owners. The current owner is SCA Services of Ohio, a subsidiary of Waste Management of North America, Inc. Commercial, industrial, and non-hazardous domestic wastes were disposed of in an area covering about one half of the 70-acre site.
The 1993 final cleanup plan addressed volatile organic compounds such as vinyl chloride, benzene, chlorobenzene, ethyl benzene, xylene, and toluene. Institutional controls, an improved landfill cap, excavation and consolidation of contaminated soil under the landfill cap, ground water monitoring, storm water/flood controls, active landfill gas collection and treatment with a flare, shallow ground water pump and treatment, and leachate extraction and treatment were used to clean up the site.

EPA is doing a status review of the cleanup. This type of review is required at least every five years where the cleanup is complete but hazardous waste remains managed on-site. These reviews are done to ensure that the cleanup continues to protect people and the environment. This is the third five-year review for Powell Road. Contact the site community involvement coordinator and/or the remedial project manager to provide input on this review process.
The review will include:
- An evaluation of background information
- Cleanup requirements
- Effectiveness of the cleanup and any anticipated future actions
- An analysis of ways for EPA to operate more efficiently
A report, which will be available by July 2013, will detail the site's progress.
