The 33rd meeting of the Maple Park and Victory Heights Advisory Council for the Dutch Boy site and the Former West Pullman Works site, formerly known as International Harvester, was held at the Edward White Elementary School, 1130 South 122nd Street on August 7, 2002 from 7-9p.m. A synopsis of the meeting follows:

Janet Pope of the U.S. EPA, was not at the meeting. Brad reported that there was no one to take the minutes, but submitted the following:
Just wanted to give you a quick update on the meeting. It went well, it was brief, no one took minutes. Abbas, Dannese, Leonard Turner, and one other gentleman showed up from the council. Renante, Gail , Marty, and Mark Britton showed up as well.
Regarding Dutch Boy, the council indicated that we (EPA) needed to advertise the August 24 meeting (at 11:00 in the Edward White gymnasium, near 122nd Street and Elizabeth, West Pullman area). I agree with them that some notice has to go out soon, in the paper and/or flyers.
The council suggested that we bring a PA system on 8/24 because the lighting in the gym is very noisy.
We agreed that the next meeting will be on Sept 18 or 25, with Oct 2 as a third choice. This is your call.
IV. Former West Pullman Works Update
Martin Hamper presented the project update for the Former West Pullman Works site. He noted that the project team and the Illinois EPA are working together to determine the details of additional investigative work that will be conducted at the site. The project has narrowed down to just a few areas in need of additional investigation. Approximately 30 borings will be included in this effort. The bore samples will be analyzed for contaminants. The appropriate list of contaminants for which the samples will be tested is being determined. This effort marks the start of last investigative work to define the impacts on the site.
In response to an inquiry, Mr. Hamper explained that no environmental issues have been identified where a scale house stands in the southwest corner of the site. Running water has been heard near the scale house, but there is no reason to address it since the area is not associated with environmental concerns.
In response to a question about vegetation overgrowth at the site, Mr. Hamper explained that trees (in particular poplar trees, as are on the site) are often used as part of a remediation program. However, he added, that, if tree roots threaten to impact the site (such as break the concrete), they would be cut down.
A Council member asked how much longer the piezometers will remain at the site. Mr. Hamper explained that different approaches are being considered to look at the presence of water and oil. Currently the sewers have passive skimmers. The focus will be to mitigate the presence of oil.
A Council member asked if the site work might be completed by the end of 2002. Mr. Hamper responded that the additional round of investigation will push the project into 2003. He noted that the Illinois EPA has approved all the reports submitted to date, and that the agency is committed to moving the process as quickly as it can be thoroughly achieved.
Gail Walker reported on community relations activities, noting that, at the invitation of Abbas Hassein, she represented the Former West Pullman Works project team at the Health Consortium of Illinois town hall meeting on July 8, 2002.
V. Chicago Department of Environment Update
Former Church Property:
City received a comprehensive NFR letter for the property based on an industrial/commerical
end use. Receipt of the NFR will facilitate the transfer of the property
to a private party for redevelopment. The City intends to convey ownership
of the property to Quality Croutons, a maker of bread products for fast
food and other food service suppliers.
Amforge:
The City submitted its response to IEPA's second round comments of
the City's risk assessment report. IEPA had requested that the City
perform additional statistical analysis of the site data to show correlation
of PNA concentrations between the top six inches of site soil and the top
three feet. The City believes it has addressed IEPA's concerns and
is requesting approval of the assessment.

The next meeting will be at 7:00pm on Wednesday, October 2, 2002, at the Edward White Elementary School 1130 West 122nd Street, Chicago
