Victory Heights/Maple Park Community Advisory Council Meeting

Martin Hamper took issue with several statements in the minutes summary from the previous meeting. He indicated his suggested changes were outlined in correspondence with U. S. EPA. That correspondence is an addendum to these minutes serving as the approved correction suggested by Hamper. Minutes approved as amended.

Brief discussion on the relative merits of meeting notes Daneese Flennoy agreed to convene a meeting of interested participants to discuss formats for future meeting minutes. She indicated a meeting would be scheduled within three weeks, if possible.

Mr. Ruffin and Mr. Nane engaged in a briefing of the Health Awareness meeting. Two major issues were brought to light: the lack of emphasis toward senior citizen health and lead effects and the fact that the awareness meeting drew a small attendance. Mr. Chenier assured the group that the Advisory Council had been very active in trying to make the community aware of the availability of lead education in the most recent and in previous lead-awareness efforts. Mrs. Flennoy offered examples of lead testing by the City of Chicago, responses by other agencies involved; flyer distribution by council members as results of previous council activities on behalf of increasing community awareness.

Dutch Boy

Brad Bradley indicated two factors were delaying progress on the Dutch Boy site. The current cold and related weather had delayed construction activities and there some legal question pending resolution. He said some progress had been made toward identifying absentee landowners and some issues regarding sidewalk replacement. The group specifically asked Bradley to develop information which would help rectify problems identified with the Department of Housing and Urban Development–which reportedly has refused to grant access to property for cleaning. Bradley also indicated there was official dissatisfaction with work done by the contractor.

Francis Thompson and Sharon Oliver raised complaints to Bradley which underscored the contractor dissatisfaction. Mrs. Thompson strongly objected to the manner in which she was treated by the contractor's representative in her request for information and the unprofessional manner in which her property was treated. Mrs. Oliver raised similar objections but highlighted the prospect of a single sum payment for landscaping replacement and unacceptable. Bradley indicated he needed to be told of any individual's inappropriate contact with the contractor. He said he would work to correct any situation. He promised to investigate any incomplete action brought to his attention, including the fact that sampling results have not been mailed to residents.

West Pullman

Hamper indicated a work plan for the West Pullman site has been submitted to IEPA, which is expected to make corrections leading to a finalized plan. He said he plan calls for a doubling of the proposed sample sites to get a more detailed description of the West Pullman work site.

He said new trespass warning signs have been posted with telephone numbers for additional information.

A brief discussion reuse possibilities and triggers for work startup followed. The discussion was general in nature.

Near the close of the meeting Bradley was asked to provide the council with written refusals from HUD for access to three properties it owns but has refused to allow cleanup to proceed.

The next meeting was scheduled for April 16 with April 9 set as an alternative.
