The State Disposal Landfill site, located in Plainfield Township, Kent County, Michigan, is a 37.6 acre landfill which was a licensed waste disposal facility from 1966 to 1976. During this time the landfill accepted residential, commercial, and other wastes. Unconfirmed reports indicate that the landfill may have also accepted liquid hazardous wastes. The study area encompasses 800 acres of wooded, agricultural, and residential properties.

Threats and ContaminantsIn 1985, groundwater sampling confirmed that the groundwater was contaminated with inorganic compounds such as lead, copper, cyanide, chromium, and by volatile organic compounds such as tetrachloroethane; trichloroethane; 1,2,-dichloroethane; dichloroethane; 1,1-dichloroethane; chloroethane; vinyl chloride; 1,1,1-trichloroethane; and chlorofluorocarbons as well as benzene, toluene, and xylene compounds. The landfill area is contaminated with similar compounds. The contaminated groundwater impacted the Plainfield Township's water supply as well as residential wells.
Cleanup ProgressAffected residential wells were provided with alternative water supplies under state provisions in the form of bottled water and point-of-use devices from 1985 to 1991. In May and November of 1991, portions of the affected residences were connected to the municipal water supply, using state funds. The landfill was capped with sandy silty clays to a reported depth of 15 inches. Gas vents were installed upon closure. The landfill was fenced to prevent dermal contact in 1993. Repairs are continually made on the landfill cap, until a permanent remedy is in place for the site.
The township has installed additional municipal wells and is currently running an air stripper to treat contaminated water. The potentially responsible parties (PRPs) are sharing the costs of the operation and maintenance of the air stripper. The state signed an Administrative Order by Consent (AOC) with the PRPs on August 1, 1994, to conduct a Remedial Investigation/Feasibility Study (RI/FS) at the site and study area. An RI/FS for both Operable Unit 1 (OU1; the landfill) and OU2 (groundwater) is ongoing. In spring 2000, the PRPs submitted the FS and a Remedial Action Plan (RAP). The state reviewed these reports and determined that the RAP was incomplete for the landfill and that the proposed RAP for the groundwater which included monitored natural attenuation was unacceptable and needed to be revised. The source control RAP for the landfill included a cap and groundwater sampling with contingencies. In 2006, the PRP group made landfill cap and leachate collection system upgrades to the Site. The Michigan Department of Environmental Quality continues to work with the PRPs to develop and implement effective cleanup strategies for the Site.
