Site Description

The Site includes contamination from current or former operations at the facilities located at: 1600 Webster Street, Dayton, Ohio; 1287 Air City Drive, Dayton, Ohio; and 1200 Webster Street, Dayton, Ohio.  The Site is located in an area with mixed residential, commercial, and industrial land use.  It is approximately 2 miles north of downtown Dayton, Ohio.

Site Responsibility

Four potentially responsible parties (PRPs) have been identified at this Site: Chrysler, LLC; Behr Dayton Thermal Systems (Now MAHLE Behr Dayton LLC); Aramark Uniform Services; and Gem City Chemicals, Inc.  Chrysler, LLC has declared bankruptcy since being designated a potentially responsible party.  An investigation of the site contamination has been initiated under EPA-lead with federal funds.

Threats and Contaminants

Groundwater has been found to contain trichloroethene (TCE) as well as perchloroethylene (PCE).  EPA found indoor air in residences at the Site containing TCE concentrations above health-based screening levels.  Peoples' exposures to this indoor air contamination have been alleviated with vapor abatement systems. 

Cleanup Progress

EPA completed a removal action at the Site that included the installation of vapor abatement systems in more than 150 homes to address the indoor air contamination.  MAHLE Behr Dayton began monitoring and maintenance of the vapor mitigation systems under an order from EPA in 2009 and that work continues.  The Agency began a fund-lead Remedial Investigation and Feasibility Study (RI/FS)  in August 2008.  EPA is currently continuing the RI/FS phase.  In Fall 2010, EPA collected qualitative soil and groundwater data from the 3 facility properties included as part of the site.  Based on that data, borings to collect soil samples and install groundwater wells were completed in Summer 2011.  Soil and groundwater sampling to identify potential contaminants of concern (COCs) at the site, and to begin evaluation of remedial technologies, was conducted in September 2011, August 2012, March 2014, and March 2015.  The RI/FS will determine the nature and extent of site contamination and will identify and evaluate options to clean up the site contamination. 

Though the RI/FS is not yet complete, EPA is currently in negotiations with MAHLE Behr Dayton to conduct a non-time critical removal action to address an area of relatively high TCE concentrations in the groundwater underneath the southern boundary of MAHLE's Dayton facility. EPA expects MAHLE to begin this removal action in 2015.

Community Involvement

Several public meetings have been held to communicate site activities to the public.  A community involvement plan was developed in January 2010 that utilized information obtained in community interviews that were conducted in April 2009 and this plan was updated in late 2014.  The most recent public meeting was held in July 2010 to present RI/FS sampling plans for the field work conducted in Autumn 2010.  However, in 2014, EPA met with City of Dayton elected officials, staff, and the Environmental Advisory Board as well as local citizen's groups to discuss the status of the RI/FS and the non-time critical removal action EPA expects MAHLE to begin in 2015. There has been high community interest in site activities.

Property Reuse

Opportunities for property reuse at the Site are under investigation.  EPA is providing assistance to the community to identify and evaluate potential future land use opportunities at and near the site.  A public meeting occurred in February 2010 to present ideas and gather input from the community.  A significant portion of the Site is currently used for residential, commercial, and industrial purposes.
