The Wisconsin Public Service Corporation (WPSC) Campmarina Manufactured Gas Plant (MGP) Site is located at 732 North Water Street in Sheboygan, Wisconsin. Currently, the site is used as a park and marina. There is a river walk located immediately adjacent to the river shoreline. The WPSC Campmarina MGP Site consists of two operable units (OUs). The on-land portion of the site, referred to as the Upland OU, is aproximately 1.5 acres in size and includes the former MGP facility areas up to a vertical barrier wall adjacent to the Sheboygan River. The river portion of the site is referred to as the River OU and includes the portion of the site that was not addressed in the State-issued Record of Decision (ROD), including MGP-related contamination that came to be located in the adjacent Sheboygan River, its floodplains, and/or sediment.
The site is located in an area that was historically industrial. The gas plant was in operation from 1872 to 1929. The potentially responsible party (PRP) is Wisconsin Public Service Corporation, former owner and operator of the site. The City of Sheboygan currently owns the property. Groundwater depth is from about 5 to 8 feet below the ground surface and flows toward the river. Water depths in the Sheboygan River adjacent to the site range from about 3.5 to 9 feet and sediment thickness ranges from 2 to 10 feet.
The U.S. Environmental Protection Agency (EPA) has not proposed or listed the site on the National Priorities List. Instead, the site is being addressed by the potentially responsible party (PRP) under EPA's Superfund alternative approach, with oversight by EPA.
Threats and Contaminants
Soils, groundwater, and sediment were impacted by site contaminants, including benzene, toluene, ethylbenzene, and xylene (collectively known as BTEX), naphthalene, total polycyclic aromatic hydrocarbons (PAHs), cyanide and metals.
The PRP performed substantial work in the Upland OU in accordance with a ROD issued by the State of Wisconsin on January 11, 2001. The work consisted of excavation and off-site thermal treatment of 10,500 tons of soil (which was beneficially reused on-site), site grading, material management, disposal of debris, and a containment system. The containment system consists of a vertical sheet pile barrier wall around the perimeter of the site with an engineered geosynthetic cover over the surface. A biosparge system operates within the containment area to enhance natural degradation of contaminants within the containment barrier. The PRP submits annual groundwater monitoring reports to EPA and the Wisconsin Department of Natural Resources (WDNR).
During 1995 and 1996, WPSC conducted an initial assessment of the River OU. The assessment was generally qualitative and evaluated odor, sheen, and tar. As part of that assessment an area of about 3.4 acres was identified as containing MGP residuals. Based on limited surface sediment and core sediment samples, total PAHs were as high as 9,294 mg/kg and total BTEX concentrations were as high as 990 mg/kg.
The PRP entered into a Settlement Agreement (Docket No. V-W-07-C-862) with EPA on January 26, 2007, to perform remedial investigation/feasibility study (RI/FS) activities at the WPSC Campmarina MGP Site, at both the Upland and River Operable Units. Field work for the RI/FS took place in the summer of 2008, and the PRP submitted a draft RI report to EPA for review in January 2009. EPA approved the final RI report in December 2009. Additionally, the PRP submitted a draft FS report for the River OU in May 2009, but the FS Report was never finalized because EPA decided that a removal action needed to be conducted to remove the contaminated sediments. In June 2011, EPA issued an Action Memorandum for a time-critical removal action at the River OU to address non-aqueous phase liquid PAH contamination. The removal action was initiated in the summer of 2011 and cleanup work was completed in December 2011.
Following completion of the removal action dredging work, EPA issued a proposed plan for the River OU in July 2012. On September 25, 2012, EPA issued a Record of Decision for the River OU that called for no further action after completion of the time-critical removal action. The ROD stated that the removal action would not be considered "completed" until after EPA determined whether any cover materials needed to be placed in the river, and that decision would not be made until work was completed on another dredging project being conducted in the river under EPA's Great Lakes Legacy Act. Following completion of the Great Lakes Legacy Act dredging project in late 2012, EPA determined that WPSC was responsible for the placement of clean cover materials in certain areas of the river. The clean cover materials are scheduled to be put in place during summer 2013.
EPA is currently evaluating the remedy that was implemented for the Upland OU under an agreement between the PRP and the WDNR. A proposed plan and ROD for the Upland OU are expected in 2013.
Community InvolvementIn March 2007, EPA conducted community interviews to assess community interest and concerns related to the Site.
