Appeal of Sun Pipe Line Co. Injection Well Permit

The Environmental Appeals Board (EAB) received two appeals of Underground Injection Control (UIC) permit issued to Sun Pipe Line Company of Philadelphia, Pennsylvania, UIC Permit #MI-163-1I-0001. This permit was signed final on February 26, 2002, and allows Sun Pipe Line Co. to dispose of brine through an injection well at its facility in Romulus, Michigan. The brine would contain salt dissolved during enlargement of several existing caverns. Brine would also be removed from the caverns as they are filled with liquified petroleum gases and would be injected. The injection zone is the Mt. Simon Sandstone which lies approximately 4,000 feet below the surface at Romulus.

The EAB has given the UIC Branch until May 8, 2002, to provide specified documents in support of the permit to the EAB in response to the first appeal. The UIC Branch has not yet been asked to provide any information in regard to the second appeal.

Once a permit is appealed, the permit is "stayed", which means that the permittee may not proceed with construction of the well until the EAB reaches a decision on the appeal.
