State Water Quality Standards

State environmental agencies have the primary responsibility for developing water quality standards and using these standards as they monitor and assess surface waters to determine impairment and to set effluent limits for waste water discharge.  Below is a brief description of the Region 5 state water quality standards programs and links to other state WQS information and agencies involved in state water quality.

Illinois

The Water Quality Standards program in Illinois is managed by the Illinois Environmental Protection Agency (IEPA). The Illinois Pollution Control Board is responsible for adopting Illinois' environmental regulations and deciding contested environmental cases. Other State agencies, such as Illinois Department of Natural Resources, Illinois Natural History Survey, and Illinois Department of Public Health, at times work with IEPA on standards issues.

The Water Quality Standards program in Indiana is managed by the Indiana Department of Environmental Management (IDEM). Other State Agencies, such as the Indiana Department of Natural Resources and the Indiana State Department of Health, at times work with IDEM on WQS issues.

Minnesota

The Water Quality Standards program in Minnesota is managed by the Minnesota Pollution Control Agency (MPCA). Other State agencies, such as the Minnesota Department of Natural Resources and the Minnesota Department of Health, at times work with the MPCA on WQS issues.

The Water Quality Standards program in Ohio is managed by the Ohio Environmental Protection Agency (OEPA). Other State agencies such as the Ohio Department of Natural Resources and the Ohio Department of Public Health, as well as other entities such as the Ohio River Valley Water Sanitation Commission (ORSANCO), at times work with OEPA on WQS issues.
