At times, Region 5 develops and provides technical assistance documents and other publications to assist State and Tribal WQS programs and other interested parties. As a rule, EPA policy and guidance documents are developed nationally.

- Information for States and Tribes on Submittal of New and/or Revised Water Quality Standards to U.S. EPA for Review Under Section 303(c) or the Clean Water Act and Federal Regulations at 40 CFR 131. September 13, 2007 [PDF] (7pp, 35KB) The purpose of this document is to assist States and Tribes in preparing submittals of new and revised water quality standards by identifying required and recommended components for review and approval by U.S. EPA.
- Region V Guidance for Antidegradation Policy Implementation for High Quality Waters. December 3, 1986 [PDF] (15pp, KB) This memo and attachment describes the main items that must be considered by States and Tribes when developing antidegradation rules and policies.
Publications
- Upper Mississippi River Water Quality Assessment Report
Region 5 and the Upper Mississippi River Conservation Committee
completed this report in March 2002. The report compiles and analyzes the available Upper Mississippi River water quality data for scientists, public health officials, businesses, citizens, and decision-makers at all levels, for evaluation and management of the river in the future.
- State of the Waters Report – 2002
The State of the Waters Report was a collaborative effort of Region 5 and its partners. It describes the status of waters within the Region and highlights the accomplishments of Regional partners in achieving their five shared water goals: support of healthy aquatic biological communities, maintenance and improvement of critical aquatic habitats, sustaining of fish populations with safe levels of contaminants, assurance of waters safe for swimming, and availability of safe drinking water supplies.
