EPA's Chemical Accident Prevention Provisions regulations, also known as the Risk Management Program, were created to prevent catastrophic chemical releases that may effect human health and the environment.

Submission and Deregulation
Submitting your RMP: Facilities required to submit a Risk Management Plan can find out about RMP*eSubmit at the RMP Management Plan site.
Facilities that are very close to their anniversary date should be aware that the Electronic Signature Agreement takes about a week to process. If you are within a week of your 5-year anniversary date, you should consider using RMP*Submit 2004. RMP*Submit 2004 submissions will be accepted until January 2010.
Deregistration: If your facility is no longer subject to the RMP regulations, you must send a letter to deregister your facility to the RMP Reporting Center within six months.

Applicability Guidance: Is your facility subject to Risk Management Program regulations?
Facility’s that use, produce, store, or transport more than a threshold quantity of one or more RMP listed chemicals in a process are required to develop a Risk Management Program and submit a Risk Management Plan to EPA.

Your facility needs to submit a Risk Management Plan on or before the first day that an RMP listed chemical is first present above a threshold quantity in a process.

Risk Management Plans (RMPs) in your community
The RMP program makes your community safer by asking facilities that handle large quantities of extremely hazardous chemicals to better understand their processes and how things can go wrong. When companies plan for the worst, it is less likely that the worst will happen. Those interested in more information about RMP facilities in their community can contact their Local Emergency Planning Committees (LEPCs) or review the RMP at their closest Federal Reading Room site. LEPCs work to understand chemical hazards in the community, develop emergency plans in case of an accidental release, and look for ways to prevent chemical accidents.
In the interest of reducing security threats while maintaining public access to information, the most sensitive parts of the RMP including the Off-site Consequence Analysis can only be accessed at a federal reading room. EPA's regional office in Chicago, Illinois, offers a reading room on site that is available to the public by appointment. Other federal reading room locations in the Region 5 area are managed by the Department of Justice and are located in Indianapolis, Indiana; Minneapolis, Minnesota; Milwaukee, Wisconsin; Detroit, Michigan; and Columbus, Ohio. - Region 5 has more RMP facilities than any other region.
- Illinois has more facilities than any other State in Region 5.
- Common RMP industries in the region include
- fertilizer retailers and producers,
- water treatment facilities,
- cold storage facilities,
- chemical facilities
- refineries.
- The state of Ohio has accepted delegation of the RMP program and administers the program with federal oversight.
As of August 2007:
- Region 5 has 2986 facilities registered with Risk Management Plans.
- Of the 140 covered substances, anhydrous ammonia and chlorine account for 57% of Region 5’s filers.
