Clean Water Act - Sludge - Septic Haulers
The Water Enforcement Branch is responsible for reviewing compliance of Region 6 Septic Haulers.

The Federal Regulations for managing Domestic Septage were written as an Amendment to the Clean Water Act in 1987 and were later published in the Federal Register in 1993 as EPA Region 6 incorporated the Biosolids program.
Regulations found at 40 CFR 503 (Electronic Version) define Domestic Septage as either liquid or solid material removed from a septic tank, cesspool, portable toilet, Type III marine sanitation devise, or similar treatment works that receives only Domestic Septage. However, Domestic Septage does not include liquid or solid material removed from a septic tank, cesspool, or similar treatment works that receives either commercial wastewater or industrial wastewater and does not include grease removed from a grease trap at a restaurant.

Staff from EPA Region 6 Water Enforcement Branch, has conducted several workshops and presentations regarding the Regulatory Guidance of Domestic Septage. The following are the PowerPoint presentations used.
Ms. Jana Harvill and Mr. Ted Palit, P.E. conducted a Septic Hauler Compliance Assistance Workshop in the State of Arkansas on August 19, 20 and 26, 2003. The Arkansas Department of Health and the Department of Environmental Quality cosponsored the workshop. Local Septic Haulers were in attendance. (Compliance Assistance Workshop)
Mr. Jeremy Seiger conducted a PowerPoint Presentation at the NPDES Inspector Training Workshop in New Orleans, LA on March 3, 2004. (Domestic Septage Regulations and Inspection Guidance)
