Air Economic Incentive Programs
The EPA published guidance for Economic Incentive Programs (EIP) in January 2001. The EIP rules can be adopted by ozone and carbon monoxide nonattainment areas. The guideline is intended to stimulate the adoption of incentive-based programs to assist States in meeting air quality management goals through flexible approaches. Sources generate emission reduction credits by voluntary reducing emissions. High sources can use these credits as offsets and as an alternative means of compliance.
