MDNR and EPA Announce Proposed Plan and Public Meeting
Oak Grove Village Well Site, Oak Grove Village, Missouri

INTRODUCTION

The Missouri Department of Natural Resources (DNR) and EPA Region 7 are releasing a Proposed Plan to address contamination at the Oak Grove Village Well Site (OGV Site) in Oak Grove Village, Missouri. The DNR seeks your comments on the Proposed Plan.

Although the DNR and EPA are recommending an action to address the contamination, a final decision will not be made until comments from the public have been reviewed. A 30-day public comment period will run from August 29 until September 27, 2005. A public meeting will be held Thursday, September 15, 2005 from 7 to 9 p.m. at Oak Grove Village City Hall in Sullivan, Missouri. The community is invited to attend and present comments at the meeting. Written comments will be accepted until September 27, 2005.

The final decision regarding the selected remedy will be made after the DNR has considered all public comments. The DNR will issue the final decision in the Record of Decision (ROD) for the site. The ROD will also include a summary of DNR’s responses to the comments received during the public comment period.

SITE BACKGROUND

The OGV Site is located in Oak Grove Village, Franklin County, Missouri. DNR detected trichloroethylene (TCE) in Oak Grove Village’s municipal water well (OGV01) during routine water sampling in June 1986. In December 1990, the DNR determined that TCE contamination in OGV01 exceeded safe drinking water standards. Oak Grove Village closed OGV01 in July 1991 and began buying water from Sullivan. The OGV Site was placed on the National Priorities List (NPL) on September 5, 2002. Oak Grove Village installed a new municipal well (OGV02) in December 2003. TCE was detected in OGV02. After adding an air stripper to OGV02 to remove TCE from the water, Oak Grove Village began distributing treated water to residents and ceased purchase of Sullivan water on April 22, 2005.

Following discovery of the contamination, several environmental investigations were initiated by the DNR and EPA. The DNR accepted the lead in conducting a Remedial Investigation/Feasibility Study (RI/FS). The RI/FS was conducted in a phased approach to determine the nature and extent of groundwater contamination, to identify possible source areas related to the OGV01 well, and to identify responsible parties. Four contaminants of concern (COCs) were identified during the RI/FS: TCE, vinyl chloride, 1,1-dichloroethene and 1,2-dibromo-3-chloropropane. These COCs were found in groundwater in the Ozark Aquifer and in cave air associated with La Jolla Spring.

The Proposed Plan presents several Remedial Alternatives. The Remedial Alternatives, including the Preferred Alternative, are described below.

Alternative I -- No Action
Alternative II -- Treatment at Wellhead and Cave Ventilation

Alternative III -- Alternative Water Supply and Cave Ventilation

Alternative IV -- Alternative Water Supply with Onsite Landfill Relocation and Cave Ventilation

Alternative V -- Alternative Water Supply with Off-Site Landfill Relocation and Cave Ventilation

Alternative VI -- Alternative Water Supply with Limited Source Removal and Cave Ventilation

Alternative VI (a) – Alternative Water Supply with Limited Source Removal, Cave Ventilation, and Monitoring

Many of the alternatives include common components. All alternatives, except for “No Action”, require the abandonment and plugging of the OGV01 well. The plugging of the OGV01 well will ensure that contaminated groundwater from OGV01 is not used.

All alternatives, with the exception of Alternatives I and II, provide an alternate water source to the city water supply for private and commercial/industrial municipal groundwater users which have groundwater detections that exceed Remedial Goals (RGs).

Alternatives III through VI (a) also include monitoring of other private and commercial/industrial wells to ensure the safety of their water supply. For contaminated private wells outside the feasible limits of extending the city water lines, individual carbon adsorption units will be added to treat the water drawn from these wells.

Alternatives II through VI (a) provide for the ventilation of the cave using the best technology available based on pilot studies and on conducting air monitoring to determine if the cave meets RGs.

THE PREFERRED ALTERNATIVE

The DNR selected Alternative VI (a), Alternative Water Supply with Limited Source Removal, Cave Ventilation, and Monitoring, as the Preferred Alternative. The DNR added Alternative VI (a) to the list of alternatives in the Feasibility Study to ensure that any existing data gaps could be addressed during the design of the Remedial Action.

Alternative VI (a) is recommended because it will achieve substantial risk reduction by removing the exposure pathway to residential homes and commercial properties that are impacted by groundwater contamination. In addition, it will ensure that new exposure pathways to contaminated groundwater do not occur through plume migration or installation of new wells. Contamination levels in the air of the cave complex will be reduced, and any hot spots (i.e. sources) that are discovered through monitoring will be addressed appropriately. The monitoring program will also determine when the secondary Remedial Alternative Objectives for groundwater and cave air remediation have been achieved.

The DNR and EPA believe the Preferred Alternative will be protective of human health and the environment, will comply with Applicable or Relevant and Appropriate Requirements (ARARs), will be cost effective, and will utilize permanent solutions and alternative treatment technologies to the maximum extent practicable. The Preferred Alternative can change in response to public comment or new information.
