The Region 8 EPA Preparedness Unit is comprised of programs that assist communities and facilities with emergency preparedness and accident prevention.The emergency preparedness activities focus on strengthening the ability of EPA, local, state, and other response organizations to respond effectively to future chemical and oil emergencies, and environmental crises, and share lessons learned about chemical accidents. Through the Programs that make up the unit, compliance assistance is available to support facilities for applicable regulatory programs.Regional program outreach efforts are also conducted to educated stakeholders, regulators, State Emergency Response Commissions (SERCs), Local Emergency Planning Committees (LEPCs), industry, and the public about chemical and oil emergency preparedness and accident prevention.

Preparedness Unit Mission:

Increase EPA Region 8 preparedness through:

  • Planning, training, exercising, and developing outreach relations with federal agencies, states, tribes, local organizations, and the regulated community.
  • Assisting in the development of EPA Region 8 preparedness planning and response capabilities through the Response Support Corps (RSC), Incident Management Team (IMT), Regional Response Team (RRT), Oil Pollution Act (OPA), Risk Management Plan (RMP), etc.
  • Working with facilities to reduce accidents and spills through education, inspections and enforcement.

What's Happening in Our Unit

SPCC Compliance Date Extension for Farms

On October 13, 2011, the U.S. EPA amended the date by which farms must prepare or amend and implement their Spill Prevention, Control, and Countermeasure Plans, to May 10, 2013. If EPA receives no adverse comment, we will not take further action on this rule and the rule will become effective 20 days from the date of publication in the Federal Register.

Douglas County Emergency Management Exercise

In October 2010, two members of our unit, Kathie Atencio and Luke Chavez, participated in a Douglas County Emergency Management exercise. Please watch the YouTube video on the City and Community of Arvada website.

Region 8 Training and Exercises

Region 8 creates a Training and Exercise Plan (TEP) annually discussing our latest priorities and methodologies in addressing those regional training and exercise (T&E) priorities. A schedule listing our regional trainings and exercises is developed for each year showing the type of T&E, location, time, sponsor, participants and regional priorities being addressed (see attached T&E Schedule).
We are always looking to assist and participate in exercises with regard to our responsibilities - chemical, biological, radiological, nuclear or explosive (CBRNE) events as well as other hazardous materials incidents.
