National Information
EPA Region 8 conducts reviews of FRPs submitted by substantial harm facilities in the region to ensure proper preparation. Additionally, facility inspections are conducted to ensure that they have properly implemented the FRP. Unannounced drills are conducted during which EPA representatives observe response procedures and inspect the condition of spill equipment identified in the FRP, testing logs, and other applicable records.
Key elements of a Facility Response Plan include:
- Facility name, type, location, owner, operator information;
- Emergency Response Action Plan;
- Emergency notification, equipment, personnel, and evacuation information;
- Identification and evaluation of potential spill hazards and previous spills;
- Identification of discharge scenarios and response actions;
- Description of discharge detection procedures and equipment;
- Detailed implementation plan for containment and disposal;
- Facility and response resource self-inspection, training, and meeting logs;
- Facility and surrounding layout, topography, and evacuation paths diagrams; and
- Security
