Under the Drinking Water State Revolving Fund & Clean Water State Revolving Fund programs, EPA Region 8 provides grants or seed money for loan programs to the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming to capitalize individual state revolving fund programs. Tribes are also eligible for funding under these programs (see the Region 8 Tribal Set-Aside Web page). The programs are managed by the states and loans, or other types of assistance for drinking water and water quality projects, are distributed according to each state's program and priorities.
The Drinking Water State Revolving Fund (DWSRF) is a loan program which provides low-cost financing to eligible entities within the state and tribal lands for public and private water systems infrastructure needs. The 1996 Amendments of the Safe Drinking Water Act, Section 1452, created the DWSRF program. There are three priorities of the DWSRF program: 1) Protect public health, 2) Compliance with drinking water standards, and 3) Affordable access to drinking water. Communities with great economic need (disadvantaged communities) may be targeted for extra assistance under individual state rules.
A total of $829 million in final allotments was made available for the Drinking Water SRF program for FY 2008, $55.1 million of which was allotted to Region 8. Additional information can be found on the EPA Drinking Water SRF Web site and in the Drinking Water SRF Program Guidelines.
The Clean Water State Revolving Fund (CWSRF) is a loan program which provides low-cost financing to eligible entities within the state and tribal lands for water quality projects including all types of nonpoint source, watershed protection or restoration, and estuary management projects, as well as more traditional municipal wastewater treatment projects. This program supports achievement of the goals of the Clean Water Act.
A total of $689 million in final allotments (PDF) was made available for the Clean Water SRF program for FY 2008, $22.6 million of which was allotted to Region 8.
