Tribal Set Aside (TSA) Construction Grant Program


   

EPA Region 8 includes 27 Federally-recognized Tribal governments located on 26 Indian Reservations. Tribal Programs in the Water Program promote clean and safe water for these Tribes in Region 8. Through the Drinking Water Infrastructure Grants Tribal Set-Aside Program and the Clean Water Act Indian Set-Aside Grant Program, we provide technical, funding, and other programmatic assistance for drinking water protection and wastewater infrastructure improvements.

Safe Drinking Water Act (SDWA) Drinking Water Infrastructure Grants Tribal Set-Aside (DWIG TSA) Program
The 1996 Safe Drinking Water Act (SDWA) amendments authorized the Drinking Water Infrastructure Grants Tribal Set-Aside (DWIG TSA) Program which provides grants to Indian Tribes, Alaska Native Villages, and to the State of Alaska for the benefit of the native villages. The grant funds are used to improve the infrastructure of public drinking water systems that serve tribal populations and to address the most significant threats to public health associated with public water systems that serve Indian Tribes. Examples of projects include rehabilitation or development of a drinking water source and installation or upgrading treatment, storage, or transmission facilities. Funds may be used to conduct project feasibility studies, engineering design work, or for project administration. National funding for this program is 1.5% of the annual Drinking Water State Revolving Loan Fund (DWSRF) appropriation. In 1998, the national DWIG TSA guidelines (PDF, 34 pp, 101K) were made final. Fundable projects are selected through solicitation. No matching funds are required. FY 2009 final allotments are:

  • National: $12.4 million
  • Region 8: $1.3 million

For FY 2009, the EPA Region 8 allocation is $1.3 million to fund improvements to Tribal drinking water systems. These funds are in addition to funds under the American Recovery and Reinvestment Act of 2009. On April 13, 2009 a letter was sent to all Tribes in Region 8 soliciting proposals for FY 2009 DWIG TSA funds. Proposals and other documentation must be post marked by May 31, 2009 to be considered for funding. The following documents were included in the solicitation (all are PDF files):

Clean Water Act Indian Set-Aside Grant (CWISA) Program
The Clean Water Act Indian Set-Aside Grant (CWISA) Program was established with the 1987 amendments to the Clean Water Act (CWA). The CWISA Program provides grant money for planning, design and construction of wastewater treatment facilities for Indian Tribes and Alaska Native Villages. National funding for this program is 1.5% of the annual Clean Water State Revolving Fund (CWSRF) appropriation. In 1989, the national (PDF, 64 pp, 6 MB) were made final and these guidelines were amended in 1995. Fundable projects are identified from the Indian Health Service's annual Sanitation Deficiency System rankings. No matching funds are required. FY 2008 final allotments were:

  • National: $10.3 million
  • Region 8: $0.8 million
