The closing date for receipt of hard copy submissions is October 18, 2010, 5 p.m. Pacific Daylight Time (PDT). All hard copies of proposal packages must be received by Shelly Rosenblum by 5 p.m. PDT, or submitted electronically to EPA through grants.gov by 5 p.m. PDT, on October 18, 2010, in order to be considered for funding. Proposals received after the closing date and time will not be reviewed or considered for funding. Submission via e-mail or fax will not be accepted.

Intent to Apply (Optional)
To allow for efficient management of the competitive process, EPA requests submittal of an informal notice of an Intent to Apply by October 7, 2010. Submission of Intent to Apply is optional; it is a process management tool that will allow EPA to better anticipate the total staff time required for efficient review, evaluation, and selection of submitted proposals.
EPA Region 9 is soliciting proposals from eligible entities for projects in Region IX to support demonstration, training, outreach and/or education projects to reduce exposure to indoor pollutants for K-12 schools and homes. These projects are expected to achieve environmental results in one or more indoor air quality priority areas as outlined in Section I.B. of this Request for Proposals (RFP). Proposals may address more than one area.
Projects funded under this RFP must be carried out within the jurisdiction of EPA Region 9, which consists of the states of California, Arizona, Hawaii, Nevada, and the Pacific Islands (U.S. territories of Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and other unincorporated U.S. Pacific possessions). EPA Region 9 is the lead region for the Navajo Nation; accordingly, this RFP addresses work anywhere in the Navajo Nation regardless of state boundaries.
Proposals will be accepted from private and public universities and colleges, states, local governments, hospitals, laboratories, Indian Tribes, territories and possessions of the U.S., international organizations, and other public and private non-profit organizations.
The total estimated funding for this competitive opportunity is approximately $225,000. Matching funds are not required, however leveraging of funds will be evaluated.U.S. EPA Region 9 anticipates awarding approximately three (3) to five (5) grants and/or cooperative agreements under this RFP. Awards will range from approximately $20,000 - $70,000 with each project period being no more than two years, subject to availability of funds and the quality of proposals received. Funding levels are dependent on future EPA national funding levels and Regional funding decisions.
