Region 9 Permits Issued
EPA Region 9 is the permitting authority for:
- Indian lands in Arizona, California, Nevada, and also for all Navajo lands (including portions of Colorado, New Mexico, and Utah).
- Pacific Island Territories of Guam, American Samoa, Commonwealth of the Northern Mariana Islands.
- Discharges into federal ocean waters beyond state boundaries.
- Stormwater Municipal Separate Stormwater Sewer Systems (MS4) Program Audits

Region 9 General Permits
General NPDES Permit for Offshore Oil and Gas Facilities
EPA Region 9 has issued a final general NPDES permit for offshore oil and gas facilities located in Federal waters off the coast of Southern California. The permit was signed on September 15, 2004 and the effective date is December 1, 2004. The permit was originally proposed in July 2000, with modifications proposed in April 2004. EPA prepared a response to comments for the July 2000 proposed permit and for the proposed modifications of April 2004.
