EPA publishes approximately 1,700 to 2,000 documents in the Federal Register (FR) each calendar year. There are a variety of types of documents or actions that are typically published each year. The bulk of the published actions are "Notices" which are published in the Federal Register to provide general information of public interest. They may announce meetings, grant application due dates, rulemaking documents, notices with information collection activities or other information requiring public notice. The remaining documents are actions, either in proposed or final regulatory stage. There are also a small number of actions that are preliminary notices known as "advance notice of proposed rulemakings", published in the FR, announcing that an agency is considering a regulatory action.
Program offices account for almost two-thirds of all actions published in a calendar year with the remaining actions originating from EPA Regions. The distribution of published actions across program offices is not uniform, with the bulk of activity concentrated in three offices: the Office of Chemical Safety and Pollution Prevention (OCSPP), the Office of Air and Radiation (OAR), and the Office of Environmental Information (OEI). Published activity is more evenly spread across the Regions with only Regions 3, 4, 5, and 9 having a somewhat higher level of published actions.
Most of the published actions in the Federal Register (55 percent) were notices. Proposed and final actions represented much of the remaining activity, with each accounting for 19 percent of the actions. Only about eight percent of the actions were direct final rules, and just a few advance notices of proposed rulemakings (ANPRM) were published each year.
For purposes of this website, we have classified actions as either: Administrator-Signed rules and "Other" actions. The majority of published actions (93 percent) fall into the "other" actions and the remaining activity (seven percent) are the Agency's Administrator-Signed rules. The bulk of Administrator-Signed rules were produced in program offices (99 percent), with a minor portion (one percent) in the Regions.
