The MARSSIM Workgroup has issued a draft version of "Multi-Agency Radiation Survey and Assessment of Materials and Equipment Manual" (the MARSAME supplement to MARSSIM) for public review and comment. The Workgroup includes representatives from the Environmental Protection Agency, the Department of Defense, the Department of Energy, and the Nuclear Regulatory Commission. MARSAME will be used for planning, conducting, evaluating, and documenting radiological surveys to demonstrate compliance with measurable action levels. It is based on techniques, methods, and philosophies that are consistent with current federal limits, guidelines, and procedures. The comment period closed June 13, 2007.

Instructions for participating in the review and obtaining a copy of the draft document are provided below.

Commenting on MARSAME

When commenting, please focus on technical accuracy and understandability. Also, please keep the following questions in mind:

  1. Does MARSAME provide a practical and implementable approach to performing radiation measurements of materials and equipment? Are there any major drawbacks to the proposed methods?
  2. Is MARSAME technically accurate?
  3. Does MARSAME provide benefits that are not available using current methods? What is the value of MARSAME in comparison with other currently available alternatives?
  4. What are the costs associated with MARSAME in comparison with other currently available alternatives?
  5. Is the information in MARSAME understandable and presented in a logical sequence? How can the presentation of material be modified to improve the understandability of the manual?

Supplementary Information

MARSAME has been under development for five years. All MARSSIM Workgroup meetings have been open and attended by contractors to the agencies and members of the public.

An earlier draft was reviewed by staff from the participating agencies. Comments that reflected a technical error or flaw in logic or information flow have been addressed. The remaining comments from the federal review will be addressed along with the public comments. In addition to this public review the document will receive formal technical peer review.

Although federal agency personnel are involved in the preparation of this document, the manual currently does not represent the official position of any participating agency. No part of it should be used, cited, or quoted except in the course of providing comments.
