Other related ADP activities include:
- evaluating, developing, and maintaining image technology solutions
- automating interfaces to the EPA's Financial System (COMPASS) using ORACLE's Remote Procedure (RPC) gateway
- integrating EPA's contracts systems (i.e., ICMS, CDOTS, and SPEDI) with the agency's financial systems (i.e., COMPASS, CPS, and SPITS)
- developing a financial reporting database using ORACLE's relational database management system (DBMS)
- providing technical consultation on national-level administrative reduction initiatives (ARI) such as Travel Reengineering
The Contract Payment System (CPS), recognized as one of three EPA "critical applications", supports the payment of contractor invoices. Using the CPS application, RTP-FMC staff process an average of over 100 payments per day, totaling approximately $5 million. Annually, the CPS application processes payments totaling $1.2 billion. Support for the CPS application includes day-to-day software maintenance activities, as well as large scale development projects, in both advanced technology initiatives such as image processing and electronic project officer approval, along with functional enhancements needed to keep pace with the agency's increasing demands for financial data.
Small Purchase Information Tracking System (SPITS) is an ORACLE-based, client/server application
that supports:
- work flow tracking of obligation
- receiving report
- invoice documents related to EPA small purchases
RTP Operations Staff (ROS) has developed and will continue to enhance a financial reporting database using the ORACLE DBMS. The financial data currently originates in the COMPASS application, but will be expanded to include data from CPS, EPAYS, and FMS. The data is extracted from these mainframe applications and loaded into ORACLE tables residing on UNIX platforms maintained by the National Computer Center. This database is currently being used by finance personnel in four national finance centers, as well as all IO regional offices.
In addition to the direct support provided to the aforementioned
applications, the ROS staff is responsible for:
- conducting Quality Assurance (QA) reviews in accordance with the Division's Annual QA Workplan
- Federal Manager's Financial Integrity Act (FMFIA)
- the Annual OMB A- 1 27 Review
- administering the ADP security program for all supported ADP applications
- maintaining and testing the CPS Disaster Recovery Plan
- auditing ADP systems with respect to internal controls, efficiency, and effectiveness in meeting the needs of over 130 division personnel and an additional 2000+ remote users
