The Contract Payment System (CPS), recognized as one of three EPA "critical applications", supports the payment of contractor invoices. Using the CPS application, RTP-FMC staff process an average of over 100 payments per day, totaling approximately $5 million. Annually, the CPS application processes payments totaling $1.2 billion. Support for the CPS application includes day-to-day software maintenance activities, as well as large scale development projects, in both advanced technology initiatives such as image processing and electronic project officer approval, along with functional enhancements needed to keep pace with the agency's increasing demands for financial data.

Small Purchase Information Tracking System (SPITS) is an ORACLE-based, client/server application that supports:

The SPITS application currently supports a read-only batch interface to COMPASS. Future enhancements include an on-line read-only interface to COMPASS for obligation and vendor data, the ability to record and deliver payment transactions directly to COMPASS, and an on-line read-only interface with the Small Purchase Electronic Data Interchange (SPEDI) application.

RTP Operations Staff (ROS) has developed and will continue to enhance a financial reporting database using the ORACLE DBMS. The financial data currently originates in the COMPASS application, but will be expanded to include data from CPS, EPAYS, and FMS. The data is extracted from these mainframe applications and loaded into ORACLE tables residing on UNIX platforms maintained by the National Computer Center. This database is currently being used by finance personnel in four national finance centers, as well as all IO regional offices.
