Stage 1 Disinfectants & Disinfection Byproducts Rule

Training by Satellite Broadcast - May 18, 2004 The Environmental Protection Agency conducted a training of the Stage 1 Disinfectants and Disinfection Byproducts Rule (Stage 1 DBPR) transmitted by satellite broadcast to designated downlink sites throughout the nation. The broadcast took place on May 18th, 2004.

This broadcast was developed for state, tribal, local water utility personnel, and technical assistance providers active in the drinking water program. If you have any questions regarding the satellite training, please contact Holly Fleming at (202) 564-9909 or fleming.holly@epa.gov.

Training Overview
The training session presented a quick overview of how to comply with the chlorine, chloramines, Total Trihalomethanes (TTHM), and Haloacetic Acids (HAA5) requirements of the Stage 1 DBPR. The training session also included a discussion of the Step 1 requirements for DBPPs.

The training covered:

  1. The rule and the reasons for it.
  2. Monitoring plans.
  3. Reporting requirements.
  4. Relevant simultaneous compliance issues.
  5. Compliance with the disinfection byproduct precursor Step 1 TOC removal requirements.
  6. Compliance through alternative compliance criteria.

The training did not cover:

  1. Step 2 TOC removal requirements.
  2. Requirements of the Stage 1 DBPR relating to the use of ozone.
  3. Requirements of the Stage 1 DBPR relating to the use of chlorine dioxide.
