Notification by Perpetrator

As discussed in the Response Protocol Toolbox, the threat warning, or the occurrence or discovery that indicates a potential contamination threat that triggers an evaluation of the threat, can come from several sources. In one of the scenarios, the threat warning originates as both a witness account, meaning an individual has observed suspicious act, and notification by law enforcement of the observance of suspicious activity. In the other scenario, the threat warning originates as both a security breach and direct notification by the perpetrator.

This scenario is an intentional physical attack on the water utility. It occurs during the fall in Zenith City. A deliveryman drives a suicide truck bomb into the back wall of the chemical building, causing the chlorine gas canisters within the plant to rupture and begin to leak chlorine. Incident command begins with the Water Utility Emergency Response Manager (WUERM) and quickly shifts to the FBI when the intentional nature of the attack is discovered. The utility must restore the water supply as soon as possible while cooperating with local, state, and federal officials and the media to restore order in Zenith City.
