The Regulatory Flexibility Act (RFA), as amended by the Small Business Regulatory Enforcement Fairness Act (SBREFA) -- which is commonly referred to simply as the RFA -- provides small entities with an expanded opportunity to participate in the development of certain regulations. The RFA defines "small entity" as a small business, small organization, or small governmental jurisdiction.
