Five industry sectors - automobile assemblers, iron and steel
producers, petroleum refiners, primary nonferrous smelters
and refiners, and pulp manufacturers - as well as a subset
of federal facilities are included in SFIP if they operated
during the calendar year covered by the latest
TRI Public Release data available in SFIP. Definitions
of each sector included in SFIP are provided below. Facility
"universes" for each SFIP sector were created using
the sources listed.
Petroleum
Refining - Facilities included are those
refining crude oil.

Iron
and Steel Production - Facilities included
are those engaged in steel production. This sector is divided into two
subsectors: Integrated Mills and Minimills. Integrated Mills are those
making steel from coke, iron ore and scrap using a basic oxygen furnace,
while minimills are those using an electric furnace to melt steel scrap.

Primary
Nonferrous Metal Refining and Smelting - Facilities included
are those engaged in primary production of nonferrous metals, by smelting,
electrolytic refining, or electrowinning. This sector is divided into
four subsectors: aluminum, copper, lead, and zinc.

Pulp
Manufacturing - Facilities included are
those producing pulp from virgin materials and facilities that pulp and
de-ink secondary (recycled) fiber. The universe does not include facilities
that do not have one of these two pulping operations. For instance, the
universe does not include paper mills or secondary fiber recyclers that
do not de-ink.

Automobile
Assembly - Facilities included are those
engaged in automobile and light truck assembly.

Federal
Facilities - Facilities included are those that
are owned by a federal agency, as noted by a federal designation on one
or more facility permits. To be included in SFIP, federal facilities
must be classified as a "major" facility under at least two
of the following three statutes: the Clean Air Act (CAA), the Clean Water
Act (CWA), and the Resource Conservation and Recovery Act (RCRA).
