The Community Tool Box, http://ctb.ku.edu is a free, capacity-building web site available to communities.

Selection Criteria for Capacity-Building Organizations

  1. The organization must have prior experience providing capacity-building assistance to communities impacted by toxic sites. (Examples of capacity-building assistance include but are not limited to expanding membership in community organizations; enhancing an organization's ability to partner with other organizations and/or communicate information to the broader community impacted by a site; providing legal assistance where appropriate; ensuring the financial sustainability of an organization; and assisting in long-term goal planning.)

  2. The organization must be able to provide capacity-building assistance either pro-bono or for a minimal membership fee/ expense. The expenses must be reasonable and allocable to a U.S. EPA Technical Assistance Grant (40 CFR § 35 - Technical Assistance Grant Program; Final Rule).

  3. Organizations listed on the Excluded Parties List (https://www.epls.gov/) are precluded from providing assistance to TAG recipients for a membership fee/ expense.
