Construction and Post Construction Management Branch
To ensure the success of OSRTI's mission, by providing high quality technical, policy and analytic expertise, through appropriate collaboration within OSRTI (e.g., other Branches), other EPA Offices, and other Federal Agencies;
To create a partnership with the Regions that will promote, through timely and effective communication, effective and resource-efficient environmental cleanups and responses, and meet the needs of the community being served.
The Construction and Post Construction Management Branch provides hands-on programmatic policy support to Regional Offices on a broad range of site and non-site specific issues related to phases of the cleanup pipeline that occur after remedy selection. Focus areas include Remedial Design/Remedial Action, and Post Construction site management. The Branch, in collaboration with the other OSRTI Branches, fosters the teamwork necessary to integrate policy and guidance development, pipeline support activities, and Regional coordination to promote sound and efficient program implementation.
Branch staff participates in program reviews in the Regions to assess program performance and identify areas for improvement. Significant or recurring problems become targets for in-depth analysis and future policy and guidance development. Finally, Branch staff use their knowledge of regional operations to prepare periodic reports on regional accomplishments, progress and problems, and respond to quick turn-around, site-specific requests for information from senior management for Congressional requests, regional visits, or other needs.
The Branch has staff assigned as Regional Coordinators to serve as points of contact for interaction between Headquarters and the Regions on designated program policy subject areas, Region-specific and site-specific issues. The Regional Coordinators will take ownership of both global and site-specific issues and needs identified by the Regions and follow through on responding back with the Regions. The Regional Support Branch provides cross coordination with the other Divisions and Branches in OSRTI responsible for other programmatic areas to ensure a holistic approach is used to implement the Superfund Program.
The Branch is responsible for managing the National Risk-Based Priority Panel; Construction Completion planning and tracking; design and construction topics associated with technical, cost and management issues; providing the liaison to the USACE; NPL Deletions; Five-Year Reviews; Institutional Controls; Long-Term Response Actions; Operation and Maintenance; the Post Construction Completion strategy; Remedy Optimization; and NARPM, along with any other post remedy selection issues or initiatives that may arise.
