The Emergency and Rapid Response Services (ERRS) contracts provide emergency, time-critical removal, and quick remedial response cleanup services for the CERCLA, OPA and UST programs. These contracts may also be called upon to provide cleanup support in instances of natural disasters, such as floods, pursuant to the Federal Response Plan, and to conduct international/transboundary responses to protect the American Public or the environment per existing and/or incident-specific agreements with foreign governments. The network consists of regionally based contracts. These contracts provide cleanup personnel, equipment, and materials to contain, recover, or dispose of hazardous substances, analyze samples, and site restoration.
The broad range of cleanup services needed and the rapid time frame within which the contractors must respond make it likely that the contractors will do substantial subcontracting, particularly in the area of transportation and disposal of hazardous wastes which is a mandated subcontracting activity under the ERRS contracts.
