Day One: Summary of Results for Disciplinary Breakout Groups
The purpose of these breakout sessions was to identify barriers and issues of concern associated with the implementation, monitoring, and enforcement of Institutional Controls (ICs).
Each group began with a silent brainstorm using the "snowball" method. Under this method, each of the participants was given 10 to 15 sheets of paper and asked to write one issue of concern or barrier on each sheet of paper. Each of the participants were then asked to crumple their sheets of paper and engage in a "snowball fight" with their peers. The participants then gathered a number of "snowballs" near their seat and were asked to read the issues on their sheets and suggest whether the issue represented an implementation, monitoring or enforcement issue. The facilitator worked for a consensus on the categorization of these issues.
