Photos - The "Sheen Rule"

EPA has established the "Sheen Rule" for determining when the party responsible for the spill is required to report the spill to the federal government. The rule states that spills into water must be reported if the oil causes a discoloration or a "sheen" on the water surface or adjoining shorelines.
