A redesigned compendium to assist you in learning about the background of the cleanup program. The compendium will allow you easy access to selected documents, providing you with a better understanding of the issues and regulations related to cleanup of federal facilities.

Community Tools on Five-Year Reviews. The Federal Workgroup on Five-Year Reviews (FYR) is part of an interagency collaboration between the Environmental Protection Agency, U.S. Department of Defense, U.S. Department of Energy, and U.S. Department of the Interior, and these community materials represent the collective effort of representatives from all four agencies. The Federal Workgroup on Five-Year Reviews developed these training tools to help site managers at federal facilities communicate with community members about the purpose and process of five-year reviews. Use of these materials is not required at any site; they are tools you may use and adapt as appropriate to meet your site-specific needs.

The LUC Checklist provides direction on describing and documenting land use controls (LUCs) in federal facility response actions under CERCLA in Records of Decision (RODs), remedial designs (RDs), and remedial action work plans (RAWPs). The LUC Checklist also provides recommended language for creating enforceable LUC requirements in these documents to ensure the protectiveness of CERCLA remedies.

The Federal Facilities Site Evaluation Project (FFSEP) is now available! The FFSEP is a culmination of a two-year effort under the Integrated Cleanup Initiative (ICI) to document the status of 514 federally owned sites that appeared to be making insufficient cleanup progress and to reinvigorate the assessment and evaluation process. EPA has made a cleanup determination for over 95% of the 514 FFSEP sites that had not been fully assessed at the project’s inception with the remainder of the sites still being evaluated.

This memorandum reaffirms the need for Regions to be aware of Biennial Reporting requirements under the Resource Conservation and Recovery Act (RCRA) and their applicability to the cleanup process under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as amended. Biennial Reporting requires Superfund sites that are Large Quantity Generators—and that ship hazardous waste offsite—to report by March 1 of every even-numbered year their hazardous waste management activities for the previous odd-numbered calendar year.

This policy memorandum describes management controls that will be implemented to ensure that the recommendations in the Five-Year Review reports are tracked, monitored and implemented; provides guidance to Remedial Project Managers to ensure that the reviews are completed on time; outlines how EPA makes an independent decision on protectiveness; and confirms that Five-Year Reviews are generally enforceable under Federal Facility Agreements.
