City of Detroit Makes a $350,000 Loan to Clean Up Focus: HOPE Property

In December 2003, the City of Detroit, Michigan loaned $350,000 to Focus: HOPE to assist with cleanup costs associated with the Focus: HOPE property. This loan was made possible through a $350,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Detroit in September 1997. This loan was supplemented by a $200,000 EPA Brownfields Cleanup grant awarded to Focus: HOPE in September 2003. Focus: HOPE is a civil and human rights non-profit organization whose programs include education and training in information technology, manufacturing, and engineering as well as community and economic development initiatives. The property at 850 Oakman Boulevard was formerly owned by Federal Engineering which used the property for the manufacture of heavy sheet metal stamping presses for the automotive industry. Cleanup activities addressed polychlorinated biphenyls (PCBs), asbestos, and waste oil and also included building demolition. The project resulted in recycling 1,760 cubic yards of concrete and 738 tons of steel. Cleanup of the property was completed December 15, 2005 and now provides access and parking for the adjacent Yellow Pages building, which now houses Focus: HOPE’s Information Technology Center.
