TOPICS IN THIS MONTH'S MINUTES:

WINTER 2009 TSP MEETING

EF members should send an email to Keith Arnold (keith.arnold@emsus.com) indicating whether they plan to attend the next TSP meeting, scheduled for the week of January 26, 2009, in San Diego, CA. A more comprehensive agenda for the Monday and Tuesday USGS sessions will be distributed as soon as it becomes available. A joint TSP plenary session is planned for Wednesday afternoon. Hilary Thornton (Region 3) and Mike Gill (Region 9) will prepare an overview of recent EF activities that Hilary will present during the session. Kira Lynch (Region 10) will discuss TSP coordination with NARPM during the joint session.

The EF business sessions will take place on Wednesday and Thursday, with the potential for an offsite activity/field trip on Thursday. Hilary reviewed the business session agenda in greater detail, discussing the objectives for the issue paper working reviews, the brainstorming sessions, and the green remediation sessions with Carlos Pachon (TIFSD). The issue paper working sessions will address the in situ chemical oxidation (ISCO) paper, the containment failure project, and the green remediation policy implications white paper. Mike Gill will contact Carlos to see if he is available to attend the meeting and whether the EF can review the green remediation white paper or fact sheets. Hilary envisions that the technical issues brainstorming session will provide an opportunity for EF members to discuss real-world, engineering-related topics and case studies. EF members are encouraged to ask RPMs in their Regions if they have any engineering challenges that could be presented at the meeting. Sandra Bourgeois (Region 8) volunteered to lead a session on engineering challenges at Hill Air Force Base in Utah. If any other EF members would like to present on a particular topic or site, they should contact Hilary.

Several potential activities were suggested for Thursday’s field trip, including visits to the U.S. Navy’s SPAWAR facility, the UC San Diego Superfund Basic Research Program lab, Scripps Marine Institute, EPA’s San Diego satellite office, the San Diego Air and Space Museum, and a tour of local green building projects. Suzanne Davis (CA DTSC) will check with her co-workers to see if anyone has a contact at Scripps. EF members should send any additional field trip suggestions to Hilary.

State participants should contact John Quander (quander.john@epa.gov) for information on travel reimbursement for attending the January TSP meeting.

2009 NARPM CONFERENCE

Kira Lynch announced that the 2009 NARPM conference likely will be held in Atlanta the first week of June. The meeting will not officially begin until Tuesday morning. Monday will be devoted to optional project manager certification. Kira asked that the EF submit ideas for session topics or areas of interest prior to the NARPM co-chair planning meeting in January. The EF decided to take the lead on a green remediation session. The co-chairs will put this topic on the agenda for the December EF teleconference. If EF members think of any additional topics of interest, they should send them to Kira.

PARTICIPATION AGREEMENTS AND EF BYLAWS

Hilary Thornton and Gary Miller (Region 6) continue to work on the development of EF bylaws that link to the EF strategic plan and a streamlined participation agreement. Gary has provided Hilary with comments on the existing version of the document. They will update the EF on this topic during the December teleconference.

CO-CHAIR ELECTION

Mike Gill’s term as co-chair ends at the January TSP meeting. The nomination and election process for selecting his replacement will be discussed during the December EF teleconference.
